Terms of use

These terms cover your use of TenderMatrix at rfptoexcel.com. By uploading a file or subscribing, you agree to them. Last updated 28 October 2026.

The service

TenderMatrix converts a PDF you provide into a table of requirements, using fixed rules to find and type each one. You can filter the table, add owners and statuses in your browser, and download it. How files are handled is described on the privacy page.

Check the results

The extraction is rule-based and can miss a requirement, split one into two, merge two into one or give a row the wrong type. Scanned or oddly laid-out documents are more likely to be affected. The page numbers and types shown are aids, not statements of fact about the document.

You are responsible for checking every row you rely on against the original document before you submit a response or decide whether to bid. The service is provided as it is. It is not legal, contracting or procurement advice.

Acceptable use

You agree not to:

  • Upload forged, altered or fabricated documents, or use the service to prepare material meant to deceive a buyer or anyone else.
  • Upload documents you have no right to upload, including documents that a non-disclosure agreement or the issuer's own terms stop you from sharing with a processor.
  • Upload unlawful content, or files designed to harm the service or other people's systems.
  • Get around the free allowance or a plan's limits, or use the service in a way that degrades it for others.
  • Resell the service or its output as a service of your own without our written agreement.

We may refuse a file, suspend access or end an account that breaks these rules.

Your documents and the results

You keep whatever rights you have in the documents you upload and in the tables you download. You give us permission to process an upload for the purpose of producing your result, as described on the privacy page. We do not use uploads to train models.

Free allowance and paid plans

The free allowance is 1 file per day, up to 10 pages, with no account. Pro is $149 a month for 40 RFPs a month and files up to 150 pages. Team is $299 a month for 5 seats sharing 150 RFPs a month, files up to 150 pages. Paid access is a page code sent by email after payment and entered in the browser; on Team the same code is entered in each person's browser. The pricing page has the current figures.

A file with more pages than the cap is not refused. It is converted up to the cap, the desk says how many pages were converted, and the downloads of such a matrix have -partial in their names. The rest of the file is not converted, so check that your matrix covers the whole RFP before you rely on it.

Paid plans are subscriptions billed monthly in advance and renewing each month until cancelled. Each payment adds the plan's pages to your page code (40 files × 150 pages on Pro, 150 × 150 on Team); unused pages roll over and do not expire. You can cancel at any time: no further payment is taken, and the pages already paid for stay on the code. We do not refund a payment already made unless the law requires. Subscriptions are taken on PayPal's checkout page; if checkout cannot be started, we arrange the subscription by email to [email protected].

We may change plans, limits or prices. A change to a paid plan applies from your next billing period, and we will tell subscribers by email before it does.

Availability

We aim to keep the service running but do not promise it will always be available or error-free. The conversion step depends on outside services, and a file may be turned down or may take longer than expected. When a conversion fails, the desk shows the message it received and builds no matrix.

Limits of liability

To the extent the law allows, we are not liable for indirect or consequential loss, including a lost bid, a lost contract or a missed deadline, arising from your use of the service or from an error in its results. Nothing in these terms limits liability that cannot be limited by law.

Changes and contact

We may update these terms. The date at the top shows the latest version, and continuing to use the service after a change means you accept it. Questions about these terms: [email protected].
