Tracking RFP amendments: re-run the matrix after an addendum

An RFP amendment, also called an addendum or modification, changes the solicitation after release. When one arrives, log it, compare it with what the team has, update the compliance matrix row by row, and tell the owners of every affected row. Mark superseded rows instead of deleting them, so you can show what changed and when.

Updated 28 October 2026. General guidance, not legal advice: procurement rules differ by country and buyer, and the RFP's own instructions come first.

What an amendment can change

Amendments extend deadlines, correct errors, add or withdraw requirements, replace forms and price sheets, and publish the buyer's answers to bidders' questions. Some buyers require you to acknowledge each one in your submission, and some treat a missed acknowledgement as a defect. The rules about amendments, and about what follows if you miss one, differ by buyer and country, so read the instructions.

The team's real risk is quiet drift. The matrix is right on day one, an addendum changes three requirements on day nine, and on day twenty a writer is still answering the original text. Track amendments the way you track requirements: one log, one owner, one version of the matrix.

When an addendum lands

  1. Log it Number, date received, source, and whether an acknowledgement is required, and by when.
  2. Compare it with the previous issue Use a document-compare tool or read the changed pages. A buyer's list of changes is a guide, not a guarantee that it is complete.
  3. Re-run the shred on changed sections Extract the new or changed text as rows, in the same format as the original matrix.
  4. Update the matrix Edit changed rows, add new ones, and note Withdrawn in Notes instead of deleting a row. Put the amendment number in Notes on every row you touch.
  5. Tell the owners Send each owner only their changed rows, with the old and new wording. Reset those rows to Assigned or Drafting, because earlier answers may no longer fit.
  6. Re-check dates, forms and limits Deadlines, page limits, forms, price sheets and the evaluation section.
  7. Acknowledge and archive Return any acknowledgement on time, and save the amended documents, the log and a dated copy of the matrix.

Buyer answers that arrive as an addendum are logged the same way as the questions behind them; see RFP clarification questions. The status values used in step five are set up in proposal response matrix in Excel.

To find what differs between two matrices, match on the RFP's own IDs where it has them, then on section and wording. Auto-numbered IDs such as R-001 are positional and shift when a clause is inserted, so do not match on them.

What goes wrong after an amendment

  • Trusting the summary. A buyer's list of changes can miss things. Compare the documents.
  • Deleting rows. If a requirement is withdrawn and a later amendment restores it, the history is what saves you.
  • Matching on auto-numbers. Positional IDs move when a clause is inserted, and rows end up compared with the wrong text.
  • Not telling the owner. The writer finds out from the final review.
  • Forgetting the acknowledgement. Depending on the RFP, a response without it can be rejected.
  • Several amendment folders. Keep one current set and one archive.
  • Treating a reissued RFP as new. If the buyer reissues the whole document, carry over owners, statuses and answers for unchanged rows instead of starting again. Compliance matrix mistakes lists the other ways rows slip.

How TenderMatrix helps

TenderMatrix converts each PDF separately. Upload the addendum, get its own set of rows, and append them to your Excel file. Row IDs restart at R-001 for each upload, so add a prefix such as A1- before you append. It does not compare the addendum with the earlier matrix or flag what changed, and nothing is saved between visits, so keep your downloaded file as the master. An addendum that restates only the changed clauses produces rows only for those clauses. Try it on the RFP to Excel page. Free: 1 file per day, up to 10 pages, no account. Files over 10 pages are converted up to page 10 on the free allowance; a page code converts the whole file, up to 150 pages. See pricing.

Questions bid teams ask

What is the difference between an amendment and an addendum?

Usage varies. Many buyers use the words interchangeably for a formal change to the solicitation. Follow the RFP's own term and numbering, and log each as issued.

Do I have to acknowledge amendments?

Often yes. Many solicitations require a signed acknowledgement or a statement in the response, and some treat its absence as a defect. The instructions will say, so check each time one arrives.

How do I find what changed?

Compare the amended document with the previous issue using a compare tool, or read the changed pages. Do not rely only on the buyer's change list, which may be incomplete. Re-read the Q&A log, because answers can change requirements.

Can I convert the new PDF again and replace the matrix?

You can, but you lose owners, statuses and responses unless you merge. Compare the new rows with the old by section and wording, update the master, and record what changed.

Should I delete withdrawn requirements from the matrix?

No. Note Withdrawn and the amendment number in Notes, or add a Withdrawn status to your list. That keeps the audit trail if a later amendment reinstates the item.

What if an amendment arrives just before the deadline?

Triage it: dates, mandatory items, forms and pricing first. If the change is material and the deadline has not moved, ask the buyer in writing whether an extension is possible. Rules differ by buyer.

How do I tell owners about changes?

Send each owner their changed rows with the amendment number and the old and new wording. A general message saying see the addendum invites missed changes.
